PRESIDENT Rodrigo Duterte lifted the suspension of lotto operations of the Philippine Charity Sweepstakes Office (PCSO), MalacaƱang said on Tuesday night.
“As per the advice of Executive Secretary Salvador C. Medialdea, the suspension of Lotto operations has been ordered lifted by the President,” Palace spokesman Salvador Panelo said in a statement.
However, Panelo said the rest of the gaming operations with franchises, licenses or permits granted by PCSO such as Small-Town Lottery (STL), Keno and Peryahan ng Bayan, “shall remain suspended pending the investigation of illegal activities and corrupt practices related thereto until the Office of the President evaluates the results of said probe.”
“Franchise holders and operators of lotto outlets may now resume with their operations. The lifting of the suspension of lotto operations takes effect immediately,” he added.
Asked why it was lifted, Medialdea said that “investigators found no anomalies in the conduct of its operation, its sanctity remained untainted and proper regulatory rules followed.”
Last week, Duterte ordered the closure of all gaming activities of the PCSO due to “massive corruption.”
MalacaƱang had claimed that there was a conspiracy among major players in the PCSO games that deprived the government of its rightful share of revenues.
More than 21,000 lotto outlets and other PCSO gaming kiosks were shut down nationwide after the President declared these as illegal.

Jackpot Winner of P113M Loses winning Ticket

A man who claimed to have won the jackpot in the 6/45 Mega Lotto drawn on Wednesday (7/17/19) has sought police assistance, claiming a teller at a lotto outlet in this city lost his winning ticket.

Joram  Pagaran, 38, a resident of Barangay Soriano, Cabadbaran City in Agusan del Norte, told police he guessed the winning combination 8-11-25-33-43-45, which had a total jackpot of P113,065,050.

The Philippine Charity Sweepstakes Office (PCSO)said a lone bettor won the jackpot in the 6/45 Mega Lotto drawn on July 17.
Pagaran said he went to a lotto outlet along E. Luna street in Barangay Sikatuna at around 9 a.m. on Thursday to verify if his ticket won. 

He said the lotto machine confirmed that he won the jackpot when his ticket was inserted.
However, Pagaran said the lotto outlet teller denied he received Pagaran’s ticket.
The lotto outlet employee was brought to the police station. 

She insisted during questioning that she did not get Pagaran’s lotto ticket.
An investigation is ongoing.
The PCSO advises lotto winners to present their winning tickets at its main office in Mandaluyong City.
The ticket should not be damaged or altered and winners should sign at the back to establish ownership, the PCSO said.

A throwback lesson to be learned from a lotto Jackpot winner.

For three months, Dionie Reyes  - winner of P14,125,032 in the Lotto 6/42 draw on April 22, 2008 - lived the life of a millionaire, something he had been longing to experience.

He lived in a P4-million house in a posh subdivision, drove around in a sports utility vehicle (SUV), and gave goodwill money, ranging P1,000 to P 850,000, to relatives and friends.

Out of his winnings, he gave his six siblings P50,000 each; another P500,000 to one of his nephews for a three-door apartment he wanted to build; and from P1,000 to P30,000 to some of his office mates; and P100,000 to his boss.

He gifted a nephew of his wife with a car worth P850,000.

When he showed up in his home in Cavite, he gave away from P5,000 to P50,000 to some friends and neighbors.

He estimated he gave away about P2 million or more for "balato" to relatives, friends, neighbors, and office mates, not counting people he did not know who came to him to borrow money.

He spent all his money through daily gambling, especially cockfighting, drinking sprees nightly, and womanizing.

After three months, nothing was left from his winnings.
