Canadian Teen Wins $1,000 a week for life on her first lottery try.

QUEBEC CITY — A Canadian teenager who purchased her first lottery ticket to celebrate her 18th birthday hit the jackpot and will receive $1,000 Canadian a week for the rest of her life.

Charlie Lagarde was celebrating with a bottle of champagne and a $4 scratch-off ticket earlier this month when she hit the grand prize in the Gagnant a Vie lottery. 

The prize would be worth over $775 (P40,300.00) per week in American dollars.

She was joined by family and friends when she collected the first payment.

PCSO Prizes should be Tax-exempt

PCSO charter needs amendments to remove 20% tax on lottery winnings say's a BIR Expert.

MANILA – With the Tax Reform for Acceleration and Inclusion (TRAIN) law now implemented, there is no recourse but to request Congress to file amendments to Republic Act 1169, the Charter of the Philippine Charity Sweepstakes Office (PCSO), if the agency wants its lottery winning prizes to be exempted from the 20 percent tax, according to tax experts.
The TRAIN law requires 20 percent tax on all PCSO lottery games prizes if the amount of the winning is above P10,000.
Under the National Internal Revenue Code (NIRC), lotto winnings and all PCSO prizes are tax-exempt.
On the invitation of PCSO General Manager Alexander Balutan, the Bureau of Internal Revenue sent Marivic Gaban to meet with officials of the charity agency last Friday to enlighten them on the effect of TRAIN law.
Earlier, Balutan expressed concern over the new tax obligation of winning bettors that might discourage the gaming public to patronize the various lottery games of PCO such as Lotto, Keno (Lotto Express), Small Town Lottery (STL), and Sweepstakes.

PCSO mulls to change lotto ticket price from P20 to P25

Anticipating a dip in the usual charity fund collection due to a provision allegedly “smuggled” by government into the Tax Reform for Acceleration and Inclusion law (TRAIN), the Philippine Charity Sweepstakes Office will bite the bullet and impose and pursue 20 percent hike in the cost of lotto tickets.
PCSO general manager Alexander Balutan said that while the effect of the TRAIN law on the sales for lotto has yet to be determined, the state-owned lottery firm has no option but to abide by it and increase the cost of betting in lotto.
“We are contemplating to change the cost of the tickets from P20 to P25. We are also looking into other possibilities in order to catch up in case charity funds will decrease,” Balutan revealed.
Balutan lamented that PCSO’s strong objections against the lifting of tax exemptions from state-run lottery games were ignored when Congress passed the TRAIN law.
“Marami kaming ipinadalang position papers. We debated very hard in Congress against the imposition of taxes on winnings,” he disclosed.
For the first time since PCSO was created to raise money for charity in 1934, government will now impose taxes on lottery winnings under the TRAIN law.
House Minority Leader and Quezon Rep. Danilo Suarez said the House version of the TRAIN bill did not contain a provision to collect taxes on government-run lottery winnings.
“The DOF (Department of Finance) insisted on this additional provision during the bicameral conference committee sessions,” Suarez said..
It is not immediately known whether or not the Senate version also included the 20-percent tax on lotto winnings.
The anticipated reduction in lottery sales from bets came as PCSO experienced a record high sales in 2017 with an increase of P13.4 billion in sales compared to the previous year.
Profits reached P52.9 billion, with the PCSO allocating at least P15 billion of the sales for its charity program that included medical assistance for indigent Filipinos.
Of the amount collected in 2017, the national government received P7.79 billion in taxes. Various local government, police agencies and legislative offices also received shares from the windfall.
Under the TRAIN law, government will get 20 percent in taxes on lottery winnings worth P10,000 and over.
Upon learning of the new imposition, Balutan appealed to the Bureau of Internal Revenue to help the PCSO justify to the public the reasons behind it.
“We cannot do anything, that is now the law. The problem is, the betting public might be dissuaded from playing,” Balutan said.

The Philippine Charity Sweepstakes Office is asking the Bureau of Internal Revenue to help them justify to the public the 20 percent in taxes imposed on lottery winnings worth P10,000 or more starting this year, as stipulated under the new Tax Reform for Acceleration and Inclusion or TRAIN Law.
PCSO general manager Alexander Balutan on Monday said the agency will invite BIR experts to explain the law for the benefit of the gaming public, as taxes on lottery winnings began last month.
“At first, [the tax] was just 10 percent. We haven’t really explained the tax here. We are inviting experts from the BIR on how we will justify the taxes,” Balutan said.
On Friday, two lucky bettors won and shared the whopping P332-million jackpot in the PCSO’s Ultra Lotto 6/58 draw. The winnings are now subject to the new tax law.
“We cannot do anything, that is now the law. The problem is, the betting public might be dissuaded from playing. But according to our lawmakers, that’s still a windfall. If you win P100 million and have to give back P20 million to the government, you’d still be happy with it,” Balutan said.
While the PCSO is still awaiting the betting public’s reaction to the new tax law, Balutan said the important thing is that the taxes will automatically go to the charity fund, which will be given out to the needy.
