PCSO chief rejects calls  to tax lotto winnings

The Philippine Charity Sweepstakes Office chairman rejected calls to impose additional taxes on lottery winnings, noting that it has already been taxed before it was posted as the jackpot.

The prize was taxed already, pre-taxed.

Nabawasan na po natin ng 10, 5 percent yan.

Everyday, lahat ng bets, binabawasan na po ng tax ‘yan at napupunta na po sa BIR," PCSO Chairman Jorge Corpuz said in an interview with ANC's "Headstart.

Corpuz said imposing additional tariffs on the prizes would also discourage people from betting.

"Kung ibubuwis natin yung winner, and you’re a lotto enthusiast, will you still bet?

It will discourage you kasi babawasan.

The bettors are looking at the winning prize.

He also noted that for ever P20 Lotto ticket bought, P6 "goes to charity" while another peso is paid as tax.

Dadagdagan pa natin? Kawawa naman yung Pilipino.

It will discourage [them].

Can you imagine, kumikita na yung gobyerno natin sa lotto, kumikita na ng tax; pagbigyan naman natin yung Pilipino na maging milyonaryo din.

A bill in the Lower House seeks impose an additional 20-percent tax for prizes as part of the government's push to reform the tariff system.

All prizes paid are currently tax-free as provided for in Section 4 of Republic Act No. 1169, as amended.

Corpuz also rejected a suggestion to divide the Lotto winnings into smaller portions, insisting that previous cases show that more people line up to bet on single big prizes.
